If I have 30' of El Wire and 10' of lead (non EL) wire, does the driver need to be rated fo 30' or 40'?

Yes it would work, however, depending on how much less than the rating, you run the risk of overheating the driver. (this is also why you should never leave power applied to your drivers if there is no wire attached.)
Just keep the wire at 5ft, and hide the extra loops somewhere 'behind the scenes'
on the other hand, If you end up trimming things to 4.86 feet for some reason, I wouldn't stress over it.
